Process question

Has anybody been called for final processing twice in previous hiring cycles? I have heard that some people go through all the appointments and final processing for DSNY, and some candidates still might not even get in one of the classes this year if DSNY hires everyone they need, they will just send the remaining people process all over again next hiring cycle. I know this is true for orientation and medical, but final processing too? Is this true or bullshit?
