Help with lead pulling

This is buddy, my 3 and a half year old cavoodle. for reference to how strong he pulls I’m 5’5 70kgs and he’s managed to pull me over multiple times…which doesn’t sound that bad but for a small dog id consider it pretty strong pulling. Anyways.. some methods I’ve tried is redirecting with treats-didn’t care, just sniffed them and continued walking, and used a short lead-also didn’t work just kept on pulling. Theres probably other methods I’ve used but can’t think of them rn.

I’m wondering if anyone has any advice? Or tips on how I can stop this..it makes walking him extremely tiresome constantly being dragged everywhere for 30 minutes everyday ..
