Poor Performance with 7800xt @1440p [Discussion]

96GB DDR4 @ 2933mhz
RX 7800 XT Sapphire Pulse
installed on 2TB NVMe separate from OS SSD
I had a 1080ti FE and upgraded to the 7800. In all other games I've seen an upgrade, but on Tarkov I've seen 0 improvement over the 1080ti. On most maps I tend to get about 40 to 50 FPS and streets I can barley keep a steady 35. Graphics are at Medium with streets low textures checked. All drivers are up to date with the latest stable ones.1
Been playing pc games for over 30 years and I've done a ton of benchmarking and optimizing, but this one has me stumped. Any help would be appreciated because I really enjoy the game, but its just been unplayable recently.
