Unable to sign up for new plan

I have been trying to help get a new phone plan for my friend all day today. Order of events:

  • Created new account
  • Selected plan
  • Added my referral code
  • Order submission says "Code is not valid"
  • I removed the code
  • Order submission says "Code is not valid"
  • I tried again in incognito mode
  • Order submission says "Code is not valid" with or without referral code
  • Used random code from reddit
  • Order submission says "Code is not valid"
  • Created brand new account with a new email address
  • Order submission says "Code is not valid" with or without referral code
  • Tried 3 different devices
  • Order submission says "Code is not valid" with or without referral code

At this point I am assuming they don't want new accounts? This is in Ontario.
