Creating Teams Chatbot and Using Power Automate to send message

I am trying to create what I thought would be a simple Teams Chatbot. I am currently stuck trying to create a Power Automate using call an action. I create the Flow and click save. The page does not automatically navigate away from here. I've tried hitting the back next to the Flow name and close in the upper right. If I click either of those options, it takes me back to the mini-map and does not add the call. It doesn't add it as an option either.

I also tried creating a Cloud Flow in Power Automate proper as well as a Flow in Power Automate in Teams. Neither resulted in the Flow showing in the call an action.

Any ideas on what I am missing?
