Can credit card couriers deliver your credit card without your signature?

I checked on the tracking page and my cc was already delivered yesterday. And when I went down, the guards/staff has it. Which was surprising cause I thought they cant just deliver it to someone without proper authorization... (before the guards would knock on my unit so I can get and sign my cc) I do trust the staffs to some degree and I lived hefe for a while, but still. Didnt expect that. Is that normal (or can happen ocasionally?)
