Is Shipping Costs the biggest enemy of small Independent Presses?

So independent presses have scattered audiences across the globe. International shipping is very expensive. The cost of shipping (alone) a 1.5 kg book box is usually more than the price of book itself. So even to the small interested enthusiasts it becomes difficult to support a indie press.
