Question about genepacks

So I'm just messing around with Biotech for really the first time.

I have one genepack with non-senescent, which it says makes the pawn immune to things like cancer, cataracts, dementia etc...

But I have another genepack, mild cell instability, that says it increases the cancer rate factor by 300%.

Will those just cancel each other out? This is the genepack I might be putting together
