How to get people to fill out a survey?

I’m building a website and need people to test the prototype & fill out a quick survey (less than 3 mins). I have sent out an email to 100 high intent users who joined our waitlist, but so far 0 survey has been filled…

What are some ways to get ppl to respond? Offer an incentive like a raffle?
