Liev said in an interview in 2023 that he actually asked for Cotton to be killed off in Scream 3, but stated he now is kicking himself because he would've liked to have been in the current movies. He also speaks highly of Kevin in this interview, stating that he's the "genius of the franchise". And that he was always open to collaboration. Let's not forget Kevin has one physical cameo in the franchise...with Liev! When he plays a reporter interviewing Cotton on the TV in Scream 2.
If it's AI...perfect. Cotton was on TV constantly for four years. Fun fact...he appears on a TV screen in all three of the original trilogy. And he had his very own talk show. An AI based off of Cotton Weary would be very plausible.
With Scott and Matthew confirmed...people have speculated a Maureen murder flashback...this is also perfect in setting the stage for a Liev return. He was there that night, and was framed initially by Billy, who got the idea from Roman.
He's Kevin's creation and a huge part of the first two movies he wrote the screenplays for on his own...so I can really see this happening.
Plus, what is the one mistake Sidney has made across the five movies she's appeared in. Wrongly accusing Cotton of Maureen's murder and playing a crucial part in his conviction. I'd imagine her mothers lover, the man she sent to prison for a year, the man killed by her own brother coming back to haunt her in any way would be rough.
