1104 4300kv on 2s vs 1104 9000kv on 1s

Are they both almost equal if all others are same? If run fly 4300kv at 80% throttle and fly 9000kv at 40% throttle, both on 2s lipo which one gives more flight time? Will the 80% high throttle pull more current than the 40% ?
