Low Voltage Permits

I'm a local electrician that works in the Birmingham-Hoover Metro.
In Birmingham you have pay for an individual low voltage permit for every individual low voltage installation.
Cameras, thermostat, cable, internet, doorbells, etc. all need their own separate low voltage permit which costs $125 dollars EACH!
Does any other city make you do this?
