Confused about rebellion

I just finished fourth wing and I’m still confused about the rebellion. Why is what Xaden’s doing actually wrong? I know there’s more to the story in the next two books but how is him smuggling weapons treason if he was helping others? The way I understood it was Navarre knew about Venin but did nothing to aid the civilians outside the wards from venin. Xaden smuggling the weapons gave them a change to fight back? Is that right? Is this the same thing his dad was doing that got him labeled a traitor or am I completely wrong?
