Can someone explain to me how Hextech Loot works exactly?

Like in the title.

I just want to know when to reroll skins, and when to disenchant basically.

I seen many people getting rare mythic skins from rerolling, how does it work? How to get them? Do I have to own a LOT of skins before i start rerolling and shouldn't bothered now or what?
