Got rear ended. Driver didn’t provide insurance and registration. Didn’t call police. What can I do?

Got rear ended and driver didn’t have insurance and registration on him. told me it’s not his car but his brothers. Brother is supposedly “out of town” and wasn’t able to pick up the phone to at least send some pictures.

This was my first incident and I barely knew what to do to think that I should have called the police after I learned he didn’t have information to give.

All I have is his number, license plate, and video evidence of the incident from dashcams.
