Do you think ult’ing over another Cloak and Dagger’s ult is a good strategic move?

I’ve noticed as a Cloak and Dagger player that enemy Cloak and Dagger players seem to ult over my ult. I’m curious if this is actually a successful strategy or is it a waste of your ult?
