Bucky Barnes shouldn't be blamed for all the "lives" he took in the MCU.
I don't mean enemy lives or dictator lives. No, I mean innocent lives that Bucky has undoubtedly taken throughout his life as the Winter Soldier.
In truth, that wasn't even his life. He was trapped mentally, locked away from the world until he was needed for the next assignment.
Less than a soldier. A puppet of HYDRA. He didn't ask for this, nor did he willingly join HYDRA at all and actually be alright with killing countless lives over his service. Mind control? Still your fault. "Forced super soldier enhancement?" Don't care, you still did it. So that means no sympathy from us. But even though he did state he remembers all the ones he took, that still doesn't mean he's evil or has any intentions of yes, I WANT to kill them.
In the end, Bucky Barnes shouldn't be blamed for all the "lives" he took in the MCU.
He had no choice.
