Can a house that is currently being built, be considered a primary residence during the building period?

If I plan on renting out a house with a mortgage on it, there is obviously a huge advantage financially to live in it for at least a year.

If I decide to build a house rather than buy an existing house, can the year it takes to build the house be considered my primary residence?

Would this answer change depending on any circumstances? (i.e I were to live with my parents for a year)
