How do I(18M) know she(18F) wants a relationship?

So I met this girl a few months ago, just randomly talked to her on the street. After the first time we met she said she wasn't looking for a relationship atm, fast forward to now, she sometimes flirts in text and irl, and maybe even hinted that she's down to try something romantic(cause so far we only walked as friends and cuddled a little under the excuse it was cold), when our legs touch or something like that she doesn't pull them away.

But then there are the opposite signs, like she would sit far from me whenever we go somewhere & she wouldn't initiate any touch. And whenever we walk i always wander do I make a move or do I not, like what am I supposed to do really?

I know there's not much advice to give, I should just go on and try to initiate and see how it goes. But I want to know others feel about the situation. Ik it could me misunderstanding her friendliness as well as it could be her being shy and used to man taking control of everything. Just tell what you would do in my situation
