Unable to replay any races or missions except first two. Is it a glitch? (Definitive Edition on Series X)

Under "social hub" the only two missions that have the option to press 'A' to replay are "Vendor Extortion" and "Stick Up and Delivery." None of the others do, nor do any of the races." I know I've replayed a few later missions before, but now... wtf?

Edit: Read about the New Game Plus glitch after I saw that the game basically reset itself at "Stick Up and Deliver" which I had just replayed and finished perfectly. I read that it's supposed to be fixed and I also I read that you have to fail at the end of a mission for it to trigger, but nope and nope...
