VR running awful on 7800xt

Running a reverb G-2 with a 7800xt, but getting worse performance then when i was running a 5700xt on a prior build, looking to see if anyone has any knowledge as to what could be causing these issues. Relatively fresh ( 2 month old) windows install. even just running the WMR home screen is using 96% of the GPU in task manager.
