How can I get to Argus 10.2

Hi Guys,

I really didnt want to make a post, but I cant seem to find any accurate guides out there on how to get to Argus this season.

The mage khadgar does not give me the quest " a hand of fate" or "armies of legion fall" (which supposedly preceedes a hand of fate).

I read that it used to be the case that the quest "uniting the isles" needs to be completed in order to get access to the quests for intro to Argus, but man, supposedly it is very long.

on this article, it says that that isnt the case anymore, however, noone is giving me the quest of "armies of legion fall" as it says in the guide...

Do I really have to farm all the rep only to go farm the raids over there? or is there something I am missing.
